Roy Skiles Kelley – Brigadier General, United States Army

 

Retired Brigadier General Owner Of Roy S. Kelley & Associates and former member of the New Orleans Dock Board, died Thursday at Elmwood Medical Center. He was 77. Kelley was born in Plano, Kentucky, and lived in Metairie, Liouisiana, for many years.

He received a  Bachelor’s Degree in Science and Physics in 1939 from Western Kentucky University, a Bachelor’s Degree in Mechanical Engineering from Purdue University and a Bachelor’s Degree in Military Engineering In 1941 from West Point Military Academy. He also received a Master’s Degree in Civil Engineering from California Institute Of Technology. Before starting his own construction and arbitration business, he was an Assistant to the Vice President of J.A. Jones Constrction Co. from 1971 To 1985.

During World War II, Kelley commanded the 2nd Engineer Battalion of the 358th Engineer Regiment for the landings At Omaha Beach. His Battalion was later engaged in construction of the pipeline across France and rehabilitation of The Port Of Antwerp For Military use during the war. He was decorated with the Distinguished Service Medal and the Legion Of Merit with Oak Leaf Cluster.

After the war, he spent a substantial part of his military career with the Army Corps Of Engineers. From 1969 To 1971, he was a Division Engineer for the Corps’ North Pacific Division in Portland, Oregon.

In New Orleans, he was on the Board Of Commissioners Of The Port Of New Orleans from Jefferson Parish, the Chamber Of Commerce Board Of Directors and the Board Of the Area Councils Division, Past Chairman of the East Jefferson Council Of The Chamber And Past Chairman Of Members’ Council of The Chamber. He was a member of the Louisiana Engineering Society, the American Legion, the Military Order Of The World Wars, the Plimsoll Club, the Boston Club and Several Carnival Organizations.

Kelley iIs survived by his wife, Catherine Lahey Kelley; two Daughters, Linda K. Baxter and C. Regina Kelley; two sons, R. Skiles Kelley Jr. and Frederick P. Kelley; and four grandchildren. A funeral will be held today at 1 P.M. at Bultman Funeral Home, 3338 St. Charles Ave. Burial will be in Arlington National Cemetery.
